That's not what the setting does. The chat mixer was originally intended for Kinect environments, then to a lesser extent when stereo chat headsets were available. What the setting does is adjust the balance of TV and game/party chat that comes over the speakers when there is no headset connected to the controller/console.

kinect position. one thing that you can play around is tweaking the kinect's actual position/angle. try putting the kinect above the tv, put it below. maybe put it on a stool, or put it on a shelf. there is no "rule" that it must be directly under or above the tv. you need to find a sweet spot. personally i prefer the kinect to be at a high
